No, you're right, the game doesn't differentiate (AFAIK). It just has an overall measure of civil rights. That doesn't mean the resolution would affect any rights other than the one it mentions, though. It won't suddenly criminalise drugs or anything. The game can't tell the difference, but we can, as can any other players we RP with.
