I recently received this telegram from some catholic nation:
As you may be aware, Saint Uriel has recently submitted a UN proposal after much careful consideration and consultation with other nations and moderators. Titled, Right to Refuse Extradition (category: human rights, strength: significant), this proposal guarantees the right of a UN member nation to refuse extradition of an international fugitive to any other UN nation when that fugitive faces the reasonable threat of capital punishment if extradited. This proposal in no way threatens the sovereign right of a nation to allow capital punishment (execution) within their own borders. As we only have 4 days to get this proposal on the table, your valued support as a UN delegate is desparately needed. Please read this proposal and approve it if you agree with its aim. Well, personally I feel that I am against this proposal, but what do the members of our region think of it?

About the first proposal I mentioned: I read it wrong. Basically it is saying that a UN nation doesn't have to give up a foreign fugitive to his native country if he faces capital punishment. I am approving it, unless the majority of you disagree.
