Hello all, just to clarify No Breaks, I had always restricted the delegate's access to regional control and did not do so after you replaced me. Here's why...
The argument for restricting the delegate's access to regional control would be that this way no invaders can attempt to gain more endorsements than our current delegate, gain access to regional control and then start booting out tACA members and deciding how we vote in the UN. As our delegate has relatively few endorsements (i.e. under 20, just like I had) due to the general scepticism for the UN that seems to be predominant in tACA, a successful invasion would be relatively easy.
However the argument against would be that this way the system is slightly more democratic and transparent as the person deciding what goes in the world factbook entry and who stays and who goes depends on the person with the most endorsements (although their decisions should obviously be made in accordance with the views of the alliance).
Personally, I would like to allow the delegate access to regional control as it seems more democratic but would feel safer if the delegate had a few more endorsements.

I have issues with both attaining power, and with not, though unsurprisingly I support giving the UN Delegate regional control.
On the one hand, I agree that the UN nations are a minority in tACA, and should not be given more power than anyone else.
On the other hand, this current situation could be interpreted as despotic rule, where WC is in total control of regional matters, no matter what the wishes of the rest of the Alliance. Also, due to the inability of WC to act on matters of immediacy, I have casted my vote as "yes."
Note that I harbor no ill feelings towards WC, and that I myself see his control as more of a not wanting anyone to be in control, more than that only he wants control.
Despite requests, however, the NS Anarchist forum has not been added to the World Factbook entry.

this is a tough one. in general, i think it shouldn't be that big of a deal, but it seems it could be useful in certain situations with WC having the limited internet access. i'll need to think a tad more before voting.
